A chapter for THE 2008 HUMANITARIAN ACCOUNTABILITY REPORT.

The purpose of this Chapter is to provide an overview of the principal developments and apparent trends during 2008 in relation to accountability within the humanitarian system. The chapter is based on a desk review of publications, document sources and information on relevant developments 
during 2008 supplemented by a dozen interviews.
