Conference on government experiences of scaling up the Community-based Management of Acute Malnutrition (CMAM)

and lessons for the Scaling Up (SUN) movement  2011

Date: 14th-17th November 2011

Location: Addis Ababa, Ethiopia

Funders: UK Department for International Development (DFID), Irish Aid, DFATD (formerly Canadian International Development Agency (CIDA))

Facilitators: The ENN and the Government of Ethiopia

ENN project lead: Emily Mates

Background

The ENN led this initiative in collaboration with the Government of Ethiopia. It provided a ‘live’ forum for the discussion of issues relating to national scale-up of CMAM from a government perspective. The meeting identified and documented the relevance of a number of factors and processes for successful scale up of CMAM, e.g. the policy environment, coordination, technical and supply considerations and funding mechanisms used to establish, expand and sustain service provision at national level.

The first 3 days focused on CMAM scale up. Nine countries with experience of scale up shared experiences for discussion based on carefully constructed case studies from Ethiopia, Pakistan, Niger, Somalia, Kenya, Ghana, Sierra Leone, Malawi and Mozambique. India shared their particular considerations around CMAM scale-up. Day 4 considered the findings of the CMAM experiences in the context of the Scaling Up Nutrition (SUN) movement.

Senior government representatives from 22 African and Asian countries attended the conference, in addition to representatives from UN agencies, non-governmental organisations, academia, bilateral donors, foundations and individual experts.

Outcomes

The outcomes of the conference included a detailed write-up of country case studies on government experiences of CMAM scale up in the conference report.  Case studies were also shared in a special issue of Field Exchange and a synthesis paper highlighting common themes and findings from the country case studies and informed by working groups and discussion at the conference was also developed.
